ILWU Local 63 Secretary-Treasurer Peter Peyton asks U.S. Homeland Security Deputy Secretary Michael Jackson why American dockworkers are required to pass background checks and pay for a TWIC card, when transport workers coming from outside the U.S. can access American ports without either undergoing background checks or buying the expensive card. Rather than answering the question about trucks coming here legally due to a NAFTA panel ruling, the DHS Deputy Secretary talked about illegal immigration... an important issue, but unconnected to intermodal transit.
